The debate over net neutrality
is far from over, it seems. The report released by the Department of Telecom
(DoT) on Thursday is unlikely to soothe the ruffled feathers of lakhs of
telecom subscribers in India.
DoT has favored policy regulation that would put curbs or tax the popular messaging and calling services like WhatsApp and Viber.

The report's tone seems to indicate that it supports the rights of the internet subscribers to visit and use any services and applications "without restrictions".
However, this 'support' for net neutrality has been well masked and DoT has actually proposed bringing OTT services, especially the ones offering domestic voice calling, under the same regulatory framework that governs the domestic telecom operators.
It has favored regulation of calls/messages made over third-party apps like WhatsApp and Viber in line with what the telecom service provider (TSP) lobby has been demanding for long.
There has seen a massive outpouring of support in favor of net neutrality during the consultation process undertaken by the regulator just few months back. Telecom Regulatory Authority of India (Trai) had got over a million emails during the consultation process that ended just a few months ago.
TOI too has been advocating the cause of net neutrality ever since the debate started. But DoT's proposals, based on Trai's consultation process, seems to have effectively dashed those hopes.
DoT's net neutrality report says in its recommendations that "User rights on the Internet need to be ensured so that TSPs/ISPs do not restrict the ability of the user to send, receive, display, use, post any legal content, application or service on the Internet, or restrict any kind of lawful Internet activity or use."
In a lip service to net
neutrality, DoT has said: "OTT application services ... enhance consumer
welfare and increase productivity. Therefore, such services should be actively
encouraged and any impediments in expansion and growth of OTT application
services should be removed."
This means that a number of services that require active internet such as voice-based messaging and calling apps like WhatsApp and Viber cannot be restricted or stopped by the carriers on the pretext of revenue loss.
However, DoT has in fact paved the way for changes in telecom policy where the domestic calling through such services is concerned while it is okay with voice calls outside the country's borders.
"The existence of a pricing arbitrage in VoIP OTT communication services requires a graduated and calibrated public policy response. In case of OTT VoIP international calling services, a liberal approach may be adopted," says the report.
Since international calls using internet telephony are already permitted since April 2002, the use of words 'liberal approach' in this context can only be seen as frivolous and obfuscating by lakhs of supporters of net neutrality and OTT providers alike.
This means that a number of services that require active internet such as voice-based messaging and calling apps like WhatsApp and Viber cannot be restricted or stopped by the carriers on the pretext of revenue loss.

The nature of regulatory similarity, the calibration of regulatory response and its phasing can be appropriately determined after public consultations and TRAI's recommendations to this effect."
DoT has recommended that OTT players should also comply with the security norms that govern telecom operators. "National security is paramount, regardless of treatment of net neutrality. The measures to ensure compliance of security related requirements from OTT service providers need to be worked out through inter-ministerial consultations," it said.
While nobody will question the need for bringing OTTs under the mandatory security monitoring framework, if DoT does play along with the powerful telecom lobby by asking OTTs to seek a telecom license, the move will not go down well with the consumers.

Actor Sidharth Malhotra says he was nervous to work with action hero Akshay Kumar in their upcoming film "Brothers".
In the Dharma Productions film, Sidharth will share screen with Akshay as estranged brothers who face each other in a martial arts tournament.
The three-film-old actor said he was nervous to work opposite Akshay, who is known for his action films.
"He (Akshay) has been doing kicking and punching for a very long time. Since it was my first film like this, I was very nervous to work with him," Sidharth told reporters here at the trailer launch of "Brothers", directed by Karan Malhotra.
The "Ek Villain" star said he was obsessed to get the technique and look right.
"There was anxiety, nervousness but I have learnt a lot from them (Akshay and Jackie Shroff)... The way they deal with their work," he said.
When asked he wish to learn from Akshay, Sidharth said, "He (Akshay) cracked jokes in Punjabi. His Punjabi is awesome. I wish to learn that from him."
The film is an official Hindi remake of 2011 Hollywood film "Warrior", which starred Tom Hardy and Joel Edgerton.
For the film, Akshay shed 17 kilos while Sidharth had to gain 10 kgs to portray the role of boxers.
Talking about his look in the film, Sidharth said, "Karan showed me a photo of a six-feet wrestler who was bald and I had to be like him, though not bald. But I had to be like him look wise. I gained 10 kgs and that was very difficult."
"We had a team from America who helped us. I worked for four months on getting the right physique," he added.
The actor said he had to lose the extra weight for his next film "Kapoor and Sons".
"I struggled a lot to gain weight and now I have to work on losing it. It is not recommended to keep doing this. But there is a way for it and my trainer helps me," the 30-year-old actor said.

Salman In Jail !!!
I cannot digest this sentence itself….believing it is impossible.
SALMAN in jail. Who will be in the next part of the series DABANGG…!! Well I cannot imagine any other actor taking his position. Its Salman and the love of his fans that make his movies cross most of the times the 100 crore mark. Is his role, his entertaining act that make people laugh, cry and smile when he does the same?
Fans are not created overnight, nor the fan-following. There is obviously lot of efforts, lot of hard work, lot of struggle, lot of practice that has helped him to reach this position today where his fans are praying for him. And yes, how can I miss his marriage! Well, it’s still a suspense whether SALMAN KHAN will marry or remain single throughout his life. And if he does marry, who that lucky girl will be.
The fact that “In 2004 Khan was ranked as 7th Best looking man in world - People Magazine, USA.”, itself tells the reason why the number of girls in his fans list is greater than the men. The other fact “He has a 42-inch chest, 17-inch biceps and a 30-inch waist. - from Wikipedia” also explains why this number is balanced by the number of male-fans. In short, these facts and his innocence have led to such a large fan following not only in India but throughout the world.

I as a common person, don’t have any right to comment or speak on other person’s personal matter without any proofs, but these are the social controversies behind the STAR Salman Khan. But if these are true, than what was the need of the initiative of “BEING HUMAN”, of the number of charities he has been doing. Now, it will pop up in your mind that – well, a second chance can always be given. But my question here is, why should always a star be given a second chance, why not the common man. If a person commits a mistake, may he be a star or a common man, he should be punished. The case of hit-and-run was pending for last 13 years.
Session court has declared result for the ‘Hit-And-Run’ case yesterday and Salman has been found guilty for the same. It’s a good news for the victims however a bad one for Salman’s fans and even for those who had been lucky to get presents from Salman (either as money or a break in some movie or other help). Helping others cannot undo a wrong act. People need to know that law ought to take its own course and the actor needs to accept it. When a celebrity goes to jail everyone sympathizes.Mostly because everyone knows the celebrity & no one knows the victim."
